Improved version handling of Talos Linux

Would it be possible to have [Talos Linux](https://www.talos.dev/) in Equinix Metal with a more specific description? Talos is declarative, like an image, one can not do `apt get upgrade`so it is important to know that you're deploying a specific version. The current version of Talos Linux is v1.3.3, but in Metal it is listed as talos_v1 which seems a bit confusing. Speaking with the Sidera Labs crew, they confirm that the configuration format is important up to the minor version (currently v1.3). A fair middle ground could be calling it talos_v1.3 in the API and portal.

    With frequent Talos releases it would be awesome to keep our offering in sync. If we had multiple versions available in the catalog, one could like point to latest branch, another one to like latest stable. At the moment of writing this the latest stable would be [v1.3.6](https://github.com/siderolabs/talos/releases/tag/v1.3.6) there is [v1.4.0-alpha.3](https://github.com/siderolabs/talos/releases/tag/v1.4.0-alpha.3) looks like there are also updates on the 1.2 - [v1.2.9](https://github.com/siderolabs/talos/releases/tag/v1.2.9)
