Intel Ice Lake-based c3.small.x86 (iGPU)

This idea was imported from Canny. Originally created by: Nazar Mokrynskyi. The current owner is: Unassigned.

With Ice Lake's iGPU having VP9 hardware encoding support it would be a very efficient option for some of our workloads instead of burning lots of CPU cores (and wall clock time would be lower as well).

Looks like Intel may be pausing Xeon E-series roadmap. Perhaps a combo of Ice Lake running late and new Xe GPU architecture entering market. We will look at the next gen or follow-on Xeon E-series when they become available.
